Here's how this one works. You get a call on the phone by an official sounding voice notifying you that this is an IRS agent and you owe penalty and interest for not filing your 2006 return, or not paying your tax bill. He tells you that, in order to verify this please give me your official name and social security number.
This is a very clever scheme because it acts on your anxiety caused by perhaps being in trouble with the IRS.
The IRS would never ask for your Social Security number over the phone, and probably would never address this kind of issue over the phone either.
Don't ever divulge your personal information over the phone with anyone you aren't sure of.
